(a) The Government will award a contract resulting from this _solicitation_ to the responsible _offeror_ whose _offer_ conforming to the _solicitation_ will be most advantageous to the Government, price and other factors considered. The following factors _shall_ be used to evaluate _offers_: price and past performance. (b) __Options_. The Government will evaluate _offers_ for award purposes by adding the total price for all _options_ to the total price for the basic requirement. The Government _may_ determine that an _offer_ is unacceptable if the _option_ prices are significantly unbalanced. Evaluation of _options_ _shall_ not obligate the Government to exercise the _option_(s). (c) A written notice of award or acceptance of an _offer_, mailed or otherwise furnished to the successful _offeror_ within the time for acceptance specified in the _offer_, _shall_ result in a binding contract without further action by either party.
