RFO Clause 52.217-8 was not evaluated at time of task order award. Due to unforeseen delays beyond the control of both the vendor and the Government, a 3-month extension is necessary to complete the HSIN Modernization. The planned 3-month extension will allow time to resolving outstanding issues related to unforeseen complexity in migrating data from legacy platform into a new, modernized platform. Resolving these issues required additional engineering resources and rigorous system validation testing to ensure data integrity and prevent system downtime. This was a latent condition that could not have been anticipated during initial project planning.
