THESE IMPROVEMENTS INCLUDE THE CONSTRUCTION OF CHEMICAL ADDITION FACILITIES (HVR-210) AND FLOW CONTROL FACILITIES (HVR-230).THE HILLVIEW RESERVOIR IS CRITICAL TO THE NEW YORK CITY (NYC) WATER SUPPLY SYSTEM. IT IS A 900-MILLION-GALLON UNCOVERED RESERVOIR THAT BALANCES THE INCOMING FLOWS FROM THE CATSKILL AND DELAWARE AQUEDUCTS WITH NYC’S DISTRIBUTION DEMANDS BY PROVIDING STORAGE AND PRESSURE THROUGHOUT THE DISTRIBUTION SYSTEM. ADDITIONALLY, HILLVIEW RESERVOIR IS THE FINAL LOCATION WHERE CHEMICAL TREATMENT IS PROVIDED UPSTREAM OF NYC’S DISTRIBUTION SYSTEM, PROVIDING SECONDARY TREATMENT FOR 90 TO 100 PERCENT OF NYC’S WATER SUPPLY AND APPROXIMATELY 50 PERCENT OF THE CITY OF YONKERS’ WATER SUPPLY. THE CITY OF NEW YORK AND THE NYC DEPARTMENT OF ENVIRONMENTAL PROTECTION (DEP) ENTERED A CONSENT DECREE WITH THE U.S. EPA IN MAY 2019, TO COVER THE HILLVIEW RESERVOIR. THE CONSENT DECREE IDENTIFIES THE IMPROVEMENTS INCLUDED IN HVR-210 AND HVR-230 AS PREDECESSORS TO COVERING THE RESERVOIR AND REQUIRES SUBSTANTIAL COMPLETION OF HVR-210 AND HVR-230 BY AUGUST 31, 2032\. THE HVR-210 CONTRACT INCLUDES CONSTRUCTION OF TWO NEW CHEMICAL ADDITION FACILITIES (CAF) BUILDINGS; CONSTRUCTION OF NEW ELECTRICAL SERVICES AND ASSOCIATED POWER DISTRIBUTION SYSTEMS FOR THE NEW CAF BUILDINGS; INSTALLATION OF NEW FLOW MEASUREMENT SYSTEMS TO MEASURE FLOW FROM THE CATSKILL AND DELAWARE AQUEDUCTS AND THE NORTH CONNECTING CONDUIT; INSTALLATION OF SUPERVISORY CONTROL AND DATA ACQUISITION (SCADA) SYSTEMS; AND CONSTRUCTION OF INTERIM STRUCTURES FOR CHEMICAL SYSTEMS, WATER QUALITY MONITORING SYSTEMS AND CARRY WATER PUMPS. CONTRACT HVR-230 INCLUDES REHABILITATION OF THE EXISTING CHAMBERS; CONNECTION OF CHEMICAL, ELECTRICAL, CONTROL AND OTHER UTILITIES INSTALLED UNDER HVR-210; INSTALLATION OF NEW SLUICE GATES; REPLACEMENT OF EXISTING FLOW-CONTROL EQUIPMENT AT THE UPTAKE AND DOWNTAKE CHAMBERS; INSTALLATION OF PERMANENT ELECTRICAL, SCADA, CHEMICAL AND WATER QUALITY MONITORING EQUIPMENT; INSTALLATION OF A NEW FLOW MEASURING SYSTEM TO MEASURE FLOW IN THE SOUTH CONNECTING CONDUIT AND DELAWARE BYPASS. OVERALL, THIS PROJECT INVOLVES REPLACEMENT OF AGING INFRASTRUCTURE, IMPROVEMENTS TO OPERATIONAL FLOW CONTROL AND CHEMICAL SYSTEMS, AND IMPROVEMENTS TO THE REDUNDANCY AND RELIABILITY OF THE WATER SUPPLY SYSTEM AND WILL ALLOW FOR THE COVERING OF THE HILLVIEW RESERVOIR.
