### FAQ

#### What government contracts are available right now?
Current federal contract opportunities are posted on SAM.gov, and state and local opportunities are posted on state procurement sites. MatchAwards (matchawards.com) brings federal, state and local contract opportunities together, with one page per opportunity showing the agency, NAICS code, deadline and description. The newest opportunities are listed at matchawards.com/explore_opportunities.

#### What new government contracts were posted this week?
New contract opportunities are posted every business day. MatchAwards adds new opportunity pages daily and publishes a daily index of the pages added each day. The newest federal, grant and state opportunities are listed 50 per page at matchawards.com/explore_opportunities.

#### What small-business contracts are available?
Many federal contract opportunities are set aside for small businesses, and the set-aside type is stated in each solicitation. MatchAwards lists contract opportunities with their agency, NAICS code and deadline, and its GovTide engine matches a small business to opportunities by NAICS code, PSC code, key terms and ZIP code.

#### What cybersecurity contracts are available?
Cybersecurity work is usually solicited under IT services NAICS codes such as 541512 (Computer Systems Design Services) and 541519 (Other Computer Related Services). On MatchAwards, each opportunity page shows its NAICS code, so cybersecurity and IT opportunities can be found by code and key term across federal and state agencies.

#### What AI and technology contracts are available?
AI and technology contracts are typically posted under NAICS codes such as 541511 (Custom Computer Programming Services), 541512 (Computer Systems Design Services) and 518210 (Computing Infrastructure Providers). MatchAwards matches businesses to these opportunities by NAICS code, PSC code and key terms.

#### What construction contracts are available?
Construction contracts are posted under NAICS codes in sector 23, such as 236220 (Commercial and Institutional Building Construction), 237310 (Highway, Street, and Bridge Construction) and 238220 (Plumbing, Heating and Air-Conditioning Contractors). MatchAwards lists federal, state and local construction opportunities with the NAICS code and deadline on each page.

#### What contracts are available under NAICS 541512?
NAICS 541512 is Computer Systems Design Services. MatchAwards shows the NAICS code on every opportunity page and matches businesses to opportunities by NAICS code, so 541512 opportunities from federal agencies and states can be found in one place.

#### What contracts are available in Texas, Florida, California and New York?
MatchAwards organizes contract opportunities by state and city at matchawards.com/cities, with a page for each state (for example matchawards.com/cities/tx, /cities/fl, /cities/ca and /cities/ny) and links to its cities.

**Pre-Mission Readiness Training for the 20th Special Forces Group (Airborne)**

**1.0 General Information**

* **Document Type:** Sources Sought Synopsis / Request for Information (RFI)
* **Reference Number:** W912JA-27-Q-1CC4
* **Primary NAICS Code:** 611699 – All Other Miscellaneous Schools and Instruction (Size Standard: $19.0 Million)
* **Product Service Code (PSC):** U010 – Education/Training: Direct Combat
* **Contracting Office:** United States Property and Fiscal Office (USPFO) for Alabama, Purchasing and Contracting Division
* **Acquisition Strategy:** Market Research for Set-Aside Determination (e.g., SDVOSB, WOSB, 8(a), HubZone, or Total Small Business)

**2.0 Purpose and Disclaimer**

This is a **Sources Sought Synopsis (SSS)** for market research purposes only. This is not a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quotation (RFQ). This inquiry does not commit the Government to contract for any supply or service.

The Alabama Army National Guard, on behalf of the 20th Special Forces Group (Airborne) (SFG)(A), is seeking to identify capable, qualified, and experienced sources (specifically targeting Small Businesses, 8(a), HUBZone, Woman-Owned Small Business \[WOSB\], and Service-Disabled Veteran-Owned Small Business \[SDVOSB\] concerns) to provide comprehensive **Pre-Mission Readiness Training**.

The feedback received from this SSS will be used to determine the appropriate acquisition path, specifically whether a competitive set-aside or full-and-open competition is warranted.

**3.0 Summary of Requirement**

The Contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to execute four (4) highly specialized tactical training courses designed for Special Operations Forces (SOF):

1. **Mobile Force Protection Course (5-Day):** Evasive driving (Level I-IV), tactical off-road driving, counter-vehicular ambush tactics, night mobility, and terminal ballistics windshield drills.
2. **Optional Advanced Skills Training Course:** Tailored force protection modules including Weapons Live Fire (US/foreign weapons), Combat Driving, Operational Explosives (C-4, Semtex, TNT breaching), Counter-Surveillance, Vehicle Commandeering (hot-seat/hot-wiring), and Operational Medicine.
3. **Surveillance Identification and Operations Course (5-Day):** 10% classroom and 90% hands-on training covering foot/vehicle surveillance, dry cleaning, alternate persona construction, and a 24-hour Full Mission Profile (FMP) exercise.
4. **Asymmetrical Threat Survivability Course (5-Day):** 50-hour Program of Instruction (POI) combining high-threat combat driving, concealed weapons live-fire, and proactive threat avoidance (such as sabotage inspection and tracker detection).

**4.0 Minimum Vendor Capabilities & Facility Constraints**

To be considered a qualified source, respondents must demonstrate that they possess, or have immediate access to, the following baseline capabilities:

* **Tactical Driving Tracks:** Immediate access to an owned or leased training site within the continental United States featuring multiple paved and unpaved driving tracks, with at least one track being a minimum of three-quarters (3/4) of a mile in length to safely facilitate high-speed evasive driving.
* **Weaponry & Ammunition Vault:** An active, secure arms room or vault capable of storing military-grade small arms (M-4, M-9, AK-47, and associated simunitions/paintmarkers) and Pyrotechnics (RPG simulators, flashbangs, bore thunders).
* **Instructor Staffing Ratios & Background:** Ability to maintain a strict **1:3 Instructor-to-Student ratio** on active ranges and driving courses. All instructors must be Subject Matter Experts (SMEs) with documented, real-world experience (within the last 60 months) operating in tactical, high-risk, or asymmetric environments common to Special Operations.
* **Subcontracting Restrictions:** The contractor must execute the core training using their own full-time cadre. **No subcontracting of core instructional personnel, role players, or OPFOR is permitted.**

**5.0 Capability Statement Requirements**

Interested firms who possess the capability to perform this requirement are requested to submit a Capability Statement (not to exceed 10 pages) containing the following information:

**5.1 Corporate Profile**

1. **Company Name and Address**
2. **Unique Entity ID (UEI) and CAGE Code**
3. **Point of Contact** (Name, title, phone, email)
4. **Business Size & Socio-Economic Status** under NAICS 611699 (e.g., Large, Small, SDVOSB, WOSB, HubZone, 8(a)).
5. **Contract Vehicles:** List any active GSA schedules or federal BPAs/IDIQs your firm holds that could facilitate this requirement.

**5.2 Technical Capabilities Questionnaire**

Please provide brief, explicit answers to the following operational questions:

1. **Facility Location & Spec:** Describe the training facility you plan to utilize. Confirm whether your facility features multiple paved/unpaved tracks, and specifically confirm if at least one track meets the minimum 3/4-mile length requirement.
2. **Simulators & Heavy Equipment:** Confirm your ability to provide a functional **Vehicle Rollover Simulator** and serviceable U.S. military-grade **HMMWVs** (or heavy tactical equivalents) to support training.
3. **Weaponry & Ammunition Supply:** Detail your firm's capability to supply and secure the required weapons (M-4, M-9, AK-47, simunitions, paintmarkers) and associated live/simunition ammunition without relying on Government supply channels.
4. **SME Cadre:** Describe your roster of instructors. How do you verify that your instructors have documented real-world SOF/high-risk tactical experience within the last 60 months?
5. **Role Players & OPFOR:** Describe your capability to supply vetted, trained, and full-time role players and a Counter-Surveillance OPFOR to support 24-hour Full Mission Profiles (FMPs).
