The Government will utilize RFO Part 12 procedures and conduct an integrated assessment for a best value award decision based on the following evaluation factors: Price and Technical Acceptability. **Submission Requirements:** Interested and responsible entities are encouraged to submit a quote. Proposals must include the following: * Completed Standard Form 1449. * Breakdown of Pricing for Materials * Written technical proposal clearly outlining the offferor's appoach and methodology for accomplishing the work specified in the PWS. * The offeror must submit comprehensive technical specifications for the proposed ATC Intercom System and must provide a complete project schedule detailing their execution strategy and the timeline for all critical phases of the installation. * System for Award Management (SAM): Offerors must be registered in SAM at https://www.sam.gov and have a valid CAGE code to be eligible for award. **Attachments:** * Standard Form 1449 * Performance Work Statement * Wage Determination **Site Visit:** A site visit is scheduled for 16 June 2026, with everyone meeting at the Visitor Control Center (VCC) located near the Liberty Gate of Ellsworth AFB.
