The State of North Carolina, Department of Adult Correction (DAC), is in the process of developing plans toevaluate and procure a modern Offender Management System (OMS) solution — whether a commerciallyavailable product, a fully custom-developed solution, or a modernization of the existing platform — to replace orsubstantially modernize its existing enterprise platform, the Offender Population Unified System (OPUS).OPUS has been in continuous operation since 1994 and has evolved from a traditional offender managementplatform into a comprehensive, mission-critical enterprise system serving the full breadth of DAC operations.While OPUS continues to perform essential functions, the Department recognizes that its long-running dualarchitecture — combining a legacy mainframe with incrementally developed web-based modules — presentschallenges in maintainability, modernization, mobile
